In Maryland, as elsewhere, Early Care and Education (ECE) is increasingly scarce and expensive. On average, families in Maryland are spending 21% of their income on childcare (as compared to 13% nationwide). WDC sees ECE, zero to five, as a public good, deserving of a robust public investment. It enables children, families and businesses to flourish.
